Chinese do not consider Johnston suitable

secretory but would like to have him on the Executive

Committee. They suggest and I agree that appointment

of secretary be left to Committee subject to approval

of advisory committee.

As regards place of meeting Shanghai is for the

time being unsuitable and Chinese suggest Tientsin as

a compromise.

I agree: in any case this might be

left for committee to decide according to convenience

of members.

I ewait instructions bofore approaching British

members in question.
